The Act of July 2023 amending the Act on Spatial Planning and Development and certain other acts introduced a new legal institution into Polish law – the Integrated Investment Plan (“ZPI”). This is a significant element of the reform of spatial planning, which has been applied in business practice for several months.
This change responds to the demands of investors, especially in the residential, development, and commercial sectors, who intend to implement their projects within a municipality.
The law adopted in July 2023 amending the Act on Spatial Planning and Development and certain other acts changes the legal framework of spatial planning in Poland.
Above all, municipalities are required to create so-called general plans. These are new acts in the field of spatial planning and a mandatory new planning tool for municipalities, intended to enable each of them to plan sustainable and harmonious development and ensure order in spatial management within their territory.
